We call for a Pennsylvania Station that is the world's finest rail hub for the greatest city on earth. This, we believe, means a great, above-ground station inspired by (though not a carbon-copy of) Charles McKim's great original building. We also call for the reform of the station's track lay-out to enable the through-running of trains, whereas now all of New York's rail transit facilities are of the terminal sort—they come to a dead halt and connect to nothing. This is to the detriment of economic growth in less affluent parts of greater New York, housing affordability, the environment (as anyone not hell-bent on Midtown has an incentive to take a car), and the longevity of our scintillating built environment that the world loves.

Our current reliance on Midtown-centric terminal facilities ceased to make sense once commercial and residential capacity in Midtown could only be expanded by tearing down the heart of the city and replacing it with towering glass behemoths. Just as through-running enabled London and Paris to build wholly new central business districts without pulling down any of their historical architectural inheritance, so through-running will help to preserve New York's unique architectural ambience, to which the world flocks to experience—that of the world's oldest new city and newest old city, and of the new central business districts elsewhere in the city, including the outer boroughs. Manhattan will not lose were our proposals to be adopted and will remain the epicenter of an ever-growing region.
